In 1991 graduated from the faculty of psychology of Leningrad State University,
1991-1993 experimental work and lecturing at Kazan State University
1993-2005 coordination of international socio-economic projects in Russian regions, including European part of Russia, Siberia, Far East, Baikal region and Yakutia. International collaboration experience includes cooperation on science, technology and innovation (STI) policy and programs with European countries, Asia, USA, and responsibility for UK-Russia cooperation in the aria of science, technology and innovation.
In 2005-2008 – the adviser on international STI policy cooperation to Russian State Foundation for support to Small Innovative Enterprises (FASIE) and State Agency for Science and Innovation.
Acted as an expert in bilateral STI Committees, Technology Platforms, Russian National Innovation Award, UNIDO, EU groups (e.g. “World in 2025”), GSO meetings, etc.
Since 2006 – one of the founders and Executive Director of the International Centre for Innovation in Science, Technology and Education (ICISTE). ICISTE leads on the development and implementation of international STI programs with Russia, including the development of co-funding mechanisms for STI matching calls. ICISTE also takes part in the large-scale international projects within EU Horizon 2020 Framework programme and acts as a BRICS STI Secretariat for Russia since 2016.
Latest publications (both in Russian and in English) led by Irina Kuklina describe implementation of the international STI policy cooperation and supporting mechanisms for Russian participation in large-scale STI programs.
Areas of interest include science diplomacy and international STI policy development.
